Cook County Broadband Updates 9-3-2010

RUS ARRA Broadband Grant Status

Final announcements on the USDA-RUS grants are slated to be announced next week. The waiting will be over and we will know which direction we need to point our efforts next: Either towards helping North East Service Cooperative build a network, or looking for new approaches to getting the job done.

We learned last week that the Arrowhead Electric board voted to withdraw their application from consideration by RUS for building a fiber optic network in Cook County. We understand that the gaps left when their partner, Pulse Broadband pulled out of part of the agreement were too big for them to fill within the allotted timeframe. This news means that the North East Service Cooperative is the only organization with an active grant application to provide broadband services to Cook County.

Local Service Provider News

On August 24th, the shareholders of both Qwest and CenturyLink voted to approve the merger of the two companies. While the merger still needs to be reviewed by 14 state regulatory commissions and the FCC, the process is expected to be completed during the first half of 2011. It is unclear at this point how the merger will affect Cook County customers. The North East Service Cooperative is in discussion with both companies about using the fiber optic network to deliver services to their customers in Cook County.

AT&T continues to move forward with their plans to expand wireless coverage in Cook County. According to Duane Ege, Cook County’s radio technician, modifications are almost complete that will accommodate AT&T equipment on towers in Grand Portage and Lutsen. Preparations are also underway to replace towers at mid-trail and Gunflint Lake on the Gunflint Trail in order to support additional AT&T wireless service in those areas. We are being told that plans to roll out 3G service at these sites will happen incrementally over the next year.

Blandin MIRC Grant

As reported last time, we have published the RFP/Application for community broadband projects. We would love to hear from the organizations that are planning to submit an application. We are aiming to schedule an “RFP Workshop” later this month that will help answer applicant’s questions, and possibly identify partnership opportunities. We have almost 200 votes on our Ideas site where we are gathering community input on the project.

Boreal Video Site Wins an Award!

Boreal Video Labs is a small project that was spawned from all of the great discussions surrounding community uses of broadband. The project gathers videos by and about the people and places of Cook County in an effort to add another facet to our unique sense of place online. The site was nominated for recognition in the Minnesota Community Pride Competition and received the Best in Class award for Broadband Improvements & Applications Category. Thanks to the Minnesota State Fair, Minnpost, and Minnesota Rural Partners for the opportunity and recognition. Thanks to local videographers like Joan Farnam, Barbara Jean Johnnson, and Bryan Hansel for sharing their videos with the community!

 Fiber Optic Network Backbone Coming Up the Shore in 2012

North East Service Cooperative (NESC) is scheduled to officially accept their ROUND 1 grant funding from the federal Rural Utilities Service (RUS) tomorrow, August 18th, at their regular board meeting. Howard Hedstrom will attend this meeting on our behalf.

This network will build 915 miles of fiber optic cable that will connect over 85 communities in Northeast Minnesota, including Grand Marais, and Grand Portage. The final list of sites to be connected will be announced soon.

We believe that once a site has been approved to be on the network, there will be a small connection fee, and an agreement to continue to pay existing telecom fees into the new network for a period of time, These details have not been finalized.

 Still Waiting on RUS Round 2 Grant Applications

North East Service Cooperative and Arrowhead Electric both submitted applications to the RUS to extend the backbone network mentioned above out to the homes and businesses in Cook County. Both applicants were asked for more information. We have also been told that RUS sent someone to Cook County to field check both applications.

The granting agency has said there will be two more rounds of awards for this program, August 19th and September 7th. Because of the request for more information, it is speculated that both grants would fall into the latter announcement window.

Arrowhead Electric is still in discussions with Pulse Broadband on how to close a gap in their proposal that was left last month when Pulse withdrew from a portion of the original agreement.

 Senator Klobuchar invites Bruce Kerfoot to Speak

Senator Klobuchar is active at the federal level in the arena of achieving access to high quality broadband connections for all US citizens and businesses. She is hosting a Broadband Summit on August 24th, at the U of M Carlson School of Management from 10am – Noon and will be joined by FCC Chairman Julius Genachowski. Senator Klobuchar has invited Bruce Kerfoot to be a panelist at the forum and speak to the need for Minnesota small businesses to have access to high quality, affordable broadband.

Blandin Minnesota Intelligent Rural Communities (MIRC) Project RFP

The RFP application has been published. If you have an idea for a small project that uses broadband to strengthen our community, download an application HERE. If you know of an organization that might be interested in this opportunity, please pass this along and encourage them to apply.

This program will provide funding support to local organizations and individuals for at least four projects (and hopefully more). There is up to $100,000 available to fund projects that demonstrate ways our community can benefit from the use of broadband tools. Deadlines for applications are October 11th. Help Us Prioritize $100,000

To help understand how broadband tools can benefit our community, Cook County accepted an invitation to participate in the Blandin Foundation’s Minnesota Intelligent Rural Communities Initiative (MIRC) .  As part of this project, about $100,000 will be available over the next two years to fund local broadband projects. Individuals and groups will be invited to apply for these funds to do projects that use broadband to benefit our community in some way.

The initiative borrows from the Intelligent Community Forum in identifying five areas communities can use to assess their readiness to realize the benefits of broadband. The funded projects will be expected to fit into one of these broad categories. They include:

  • Broadband Connectivity – Focuses on the availability and use of broadband.
  • Knowledge Workforce – Looks at education, computers in the schools, and access to higher education.
  • Digital Inclusion – Along with levels of internet usage, this category looks at affordability, availability of public access points, and programs to reach elderly, low-income, and low-literacy users.
  • Innovation – This area looks at business applications, new business starts, availability of support for business start-ups, and the different business sectors that are represented within a community.
  • Marketing & Advocacy – This category looks at the educational activities, advocacy, and documented strategies for realizing a community’s broadband goals.

To start the planning process for the MIRC grant, organizers invited representatives from education, healthcare, government, public library, citizens, and business to begin identifying existing gaps in these categories. The broad areas of opportuntiy that were identified include:

  • Education
  • Support for businesses; new and existing
  • Economic Diversity
  • Better Access
  • On-line community resources

The next step is to involve a broader audience in refining these ideas down to real project ideas and weighing in on which ones are the most important. The input received from this dialog will be used to prioritize the spending of the grant dollars, as well as lay the groundwork for future efforts.

We are using a tool called Ideascale to help us gather input from the community on these issues.

We have asked some of the folks who participated in the original conversation to start the ball rolling by submitting some of their ideas to the site. We now invite the public to add their own ideas to the mix and provide feedback on those that are already on the board.

Meetings held with NESC and Blandin 6-7-10

The broadband committee is keeping busy while we wait to hear from the federal government on the status of the two Broadband Stimulus grants (North East Service Cooperative and Arrowhead Electric Cooperative) that have been submitted in the second and final round of funding to provide service to the Cook County area (the deadline for the final word is September, 2010).

This month we have attended meetings with North East Service Cooperative to hear their plans for the funding they received in round 1 of the federal broadband stimulus grant program. They will connect over 200 sites in St. Louis, Lake, Cook, Koochiching, Carlton, Pine, Itasca, and Aitkin counties with a high speed fiber optic network. Their primary targets with this project are schools, librabries, and government buildings. They hope to begin construction of this network in the Spring of 2011 and need to be completed by the end of 2013. This network will deliver ultra highspeed broadband connections to our area schools, libraries, health care institutions and local governments.

The other activity that has kept the broadband committee members busy is coordinating the beginning of the Blandin Minnesota Intelligent Rural Communities (MIRC) grant project. This opportunity will bring up to $100,000 to fund at least four projects that demonstrate the benefits of broadband to our community. The planning is underway to issue an RFP to the community to seek proposals for grant projects that use broadband to support local activities. This grant will run for two years. Commission Members Appointed - 01-05-10

Today the county board appointed Howard Hedstrom, Scott Harrison, Paul Harvey, and Terry Meath to the Fiber Optic Network Commission. The first meeting of the commission will be held February 8, 2010.
